Medical Board of California v Tod H. Mikuriya, M.D.

As the above image illustrates, with the passage of Proposition 215, Dr. Mikuriya was targeted for action. The above taken from a news clip shows then-drug czar Barry McCaffrey with a blown-up bogus reference to Dr. Mikuriya as then-Health and Human Services Director Donna Shalala looks on. After the enactment of HSC 11362.5, the Lungren Attorney General's office issued a series of Peace Officer's Guides to be distributed to all of the police and DAs in an effort to quash the new law in its infancy. In the 9th one, dated 10/28/97 then-Senior Assistant Attorney General John Gordnier put out a call to be forwarded any recommendations signed by Dr. Mikuriya. It was also John Gordnier who deposed Dr. Mikuriya in the Dennis Peron case, deposition transcript from August 1997 available here. Jane Zack Simon and Lawrence A Mercer, Deputy Attorney Generals under both Lungren and Lockyer. Shown above serving as prosecutors in Dr. Mikuriya's recent hearing, they also (along with John Gordnier) were instrumental in shutting down Dennis Peron's cannabis club.
